Standards & Regulations

01

NZS 4306:2005

The New Zealand voluntary standard for non-invasive visual inspections, setting minimum competency levels for identifying significant defects.

02

Scope & Limitations

Explicitly excludes hidden structural components, specialized electronic controls, and latent defects from standard visual assessments.

03

Non-Invasive Focus

Inspectors do not cut into walls or remove materials, relying on visual checks and moisture metering for surface-level condition.

04

Equipment Accuracy

Highlighting the critical importance of high-end moisture meters like the Protimeter SurverMaster for reliable, non-invasive detection.

Technical Analysis of Moisture Meter Quality

The building inspection industry in New Zealand is largely unregulated, leading to a significant disparity in equipment quality. We have observed that moisture meters can vary from $29.99 TDX models to $1417 Protimeter SurverMasters. The Trotec ball-head meters, often used by less experienced inspectors, provide highly erroneous readings. In multiple cases, these meters have indicated severe structural moisture where the walls were found completely dry upon invasive inspection. This technical gap highlights the importance of professional-grade equipment and the need for a trained eye to interpret data accurately.

“Caveat emptor” sums the current state of the pre-purchase building inspection industry.
